Dacor burners light from a spark igniter, and anything that interrupts that spark, or blocks the gas at the port, keeps a burner from lighting even when the parts are fine.

Lift off the burner cap and clean the igniter tip and the burner ports. Boil-over residue bridges the spark gap and stops ignition, and a cap set down crooked or still wet breaks the flame path. When a Part Is Involved

If one burner will not light while the others spark and light normally, that burner's igniter may be weak or its wire loose.
